The 6th Meeting of the Regional Steering Committee (RSC) was held on October 27, 2016 in Nairobi, Kenya,to discuss how to fast track meeting of effectiveness conditions and move into the implementation phase. The RSC provides overall guidance and oversight to the project and ensures that the ACEs achieve their development objectives.

The mandate of the RSC is to review the overall project results and progress achieved at the regional level, and take actions to improve the benefits from the project to the region. The RSC is also responsible for advocating for regional collaboration in higher education, and acting as a liaison between the program and regional leadership, as well as with the public at large.

The RSC is comprised of representatives from the Government/Ministry of Education or Higher Education of each participating Africa Center of Excellence host country, and representatives from academia as well as from the private sector and regional bodies.

At its 6th meeting, the RSC expressed the need for RFU to maintain collaboration between ACE I and ACE II for continued experience sharing.

Members urgedthe IUCEA to develop the capacity to address regional accreditation and observed that accreditation was one of the areas in which AAU and IUCEA, as RFUs, could work together and learn from one another.

 

On revenue generation, the RSC noted that there was limited focus on private sector engagement through which money could be generated and noted that centers need to be more creative in mobilizing external funds.  Other initiatives to be considered could include PASET, DAAD, Master Card and USAID. It was noted that India, China and Korea were looking to establish collaboration with ACEs.

 

The RSC adopted the Project Operational Manual, the RFU Implementation Plan, and the Communication Strategy.
